Six Regional Administrator roles are planned for CON1, the independent Governance Review Consortium of the Tri-Alliance — one for each of the six Tri-Alliance regions. The roles sit within the Constitutional Secretariat, which is housed exclusively within Tri-Alliance International Inc., the independent not-for-profit institutional framework of the Tri-Alliance, and functions independently of GIC.
This is not an invitation to apply for CON1 Membership. CON1 Members are institutions that review what CON2 submits and reach the institutional determination. A Regional Administrator helps the regional CON1 body do that work well: properly convened, documented, on time and within the Founding Charter. The role is administrative and procedural. It carries no authority over what CON1 determines.
Two different roles
The distinction between the two roles is the foundation of this office.
CON1 Members
Exercise independent institutional judgment
- review qualifying matters submitted through CON2, with the evidence, the CON2 evaluation, dissent and unresolved concerns;
- deliberate and vote as institutions, through authorized representatives — any vote belongs to the institution;
- reach the determination: ENDORSEMENT, CONDITIONAL ENDORSEMENT, DECLINE, or NO DETERMINATION / FURTHER REVIEW.
CON1 Regional Administrator
Makes that judgment possible to exercise properly
- receives CON2 submissions on behalf of the regional CON1 body and confirms they arrived through the Charter pathway;
- convenes meetings, circulates the record, and verifies quorum, conflict declarations, recusals and voting procedure;
- records the determination, its conditions and any dissent exactly as decided — and decides none of it.
The Administrator supports CON1’s independent judgment. The Administrator never replaces it.
Put simply: the Administrator works within the Constitutional Secretariat, independently of GIC. The Administrator administers CON1’s procedure. The Administrator does not manage CON1 Members, their votes or their determination.
Where the role sits
The Tri-Alliance separates four functions so that no single party holds all of them:
- GIC → PRESENTS
- CON2 → EVALUATES & SUBMITS
- CON1 → REVIEWS & DETERMINESThe Regional Administrator supports the regional CON1 body from within the Constitutional Secretariat — administratively, not as a fifth step and not as a party.
- GIC → DECIDES WHETHER AND HOW TO COMMERCIALLY DEPLOY
NO CON2 SUBMISSION → NO CON1 REVIEW. The Administrator cannot open a CON1 review without a qualifying CON2 submission, does not determine CON1’s outcome, does not direct CON2, has no part in GIC’s commercial decisions, does not speak for GIC, and speaks for CON1 or the Secretariat only within expressly delegated administrative responsibilities.
Six regions, one architecture
- North America
- South America
- Europe
- Asia
- Oceania
- Africa
There is one Regional Administrator for each region — six in total. Regional CON1 bodies may reach different determinations, and membership in one region does not confer a vote in another. Regional Administrators work with one another, and with the CON2 Regional Administrators in the Secretariat, to keep procedure consistent across regions. The work is conducted electronically, across jurisdictions and time zones.
What the role involves
Receiving submissions
- Receive CON2 submissions for the region and confirm, procedurally, that the CON2 submission threshold was recorded as met.
- Support admissions procedurally: verify completeness, mandates and conflict disclosures for the Secretariat’s record. Admission decisions are made by the board of Tri-Alliance International Inc.; regional CON1 Membership is limited to ten institutions.
- Assemble the review file: the submission, the evidence, the CON2 evaluation, recorded dissent and any GIC response.
Convening and procedure
- Schedule and convene CON1 meetings; circulate agendas and the review file within the confidentiality arrangements.
- Verify — procedurally, not substantively — quorum (at least two-thirds of the applicable membership and at least five Members), conflict declarations, recusals and the voting threshold (75% of participating entitled voters).
- Confirm that votes are cast by or for Member institutions through their authorized representatives.
Record and determination
- Record the determination, its conditions, reasons where given, and material dissent exactly as decided.
- Record procedural departures, and decline to certify a record that does not reflect the procedure actually followed — escalating rather than resolving.
- Maintain CON1 records within the Constitutional Secretariat, which holds the authoritative CON1 institutional records. Authorized Members retain appropriate access; GIC may retain its own submissions, correspondence and authorized copies of determinations communicated to it, without control over the institutional records.
Communication
- Coordinate communication among CON1 Members and, through the Secretariat, with CON2 where the procedure provides.
- Convey procedural communications to and from GIC: GIC may submit evidence, respond to questions and receive appropriate procedural communications, including notice of the determination. This gives GIC no control over Secretariat administration or CON1 records, and no part in CON1 deliberation or voting.
Representation, continuity and finance
- Record each Member institution’s principal representative and any authorized substitute, with effective dates, as notified in writing. One vote per institution; principal and substitute never vote separately.
- Track temporary substitutions (at most two consecutive calendar months). If the institution neither confirms the principal’s return nor designates a new principal in time, record the lapse and refer continued Membership or replacement to the board of Tri-Alliance International Inc. The Administrator does not appoint a replacement institution.
- Keep the regional body’s identifiable financial records (December 31 year-end), prepare its budget by October 31 under administrative supervision, and support regular comparison with the approved budget and rolling forecast, in coordination with the central Administrator in Ottawa.
Evidence files and follow-up for CON1 review (proposed)
Proposed responsibilities supporting the proposed Service Module Evaluation and Evidence Protocol (Seeker and Provider modules). Detailed indicators, measures and test procedures belong in that protocol, which is not yet adopted. Nothing here states that any evaluation or operational test has been carried out.
- Submission register. Maintain the register of CON2 submissions received by the regional CON1: module (Seeker or Provider), version, language, region, classification, the submitting CON2 body, and review status.
- Complete review files. Check that each review file contains the CON2 evaluation file as submitted — indicators, methods, evidence sources, results, limitations, unresolved questions, corrective actions and recorded dissent — and request missing elements through the Secretariat. The Administrator does not re-evaluate CON2’s work.
- Conditions and follow-up. Record the conditions of any CONDITIONAL ENDORSEMENT, maintain the timetable for reporting on them, follow up on overdue evidence or actions, and record adverse findings and dissent accurately.
- Reassessment routing. When a material change to a reviewed module, model, integration, intended use or operating context is notified, record it and route it to CON2 for evaluation — not directly to CON1 review — consistent with “No CON2 submission → no CON1 review.”
The boundary: the Administrator organizes the file and checks procedural completeness. CON2 evaluates substance and decides submissions; CON1 reviews and determines. Administrative office confers no substantive approval authority.
Governance discipline
- Protect the distinction between administration and institutional determination.
- Escalate governance questions rather than resolving matters outside delegated authority.
What the role does not include
- Reviewing evidence on its merits, or advising Members how to vote.
- Voting, or holding CON1 Membership by virtue of the office.
- Deciding, drafting or influencing the substance of a determination or its conditions.
- Opening a CON1 review without a qualifying CON2 submission.
- Directing CON2, or re-evaluating CON2’s work.
- Approving, recommending or influencing GIC’s commercial deployment decisions.
- Speaking for GIC, or for CON1 beyond expressly delegated administrative responsibilities.
Who we are looking for
People who can run a rigorous institutional process among senior representatives of governments, international organizations, civil society, professional bodies, research institutions and qualified corporations. Relevant backgrounds might include public administration, board or committee secretariats, regulatory affairs, international organizations, governance and compliance, law, AI governance, or research administration. That list is illustrative, not a set of requirements.
Qualities that matter
- Procedural precision and discipline in records.
- Impartiality across institutional categories and jurisdictions.
- Discretion with confidential and competitively sensitive information.
- Excellent written and spoken communication.
- A clear sense of the difference between procedural verification and substantive decision-making.
Independence and conflicts of interest
An appointment is personal and does not represent an endorsement of GIC or the Tri-Alliance by a candidate’s employer. Actual and potential conflicts must be disclosed and managed — including any relationship with GIC, with a CON1 Member institution, or with technology likely to come under review.
Relationship to CON1 Membership
- Administrative office does not itself confer CON1 Membership or voting rights: the Regional Administrator is not, by virtue of the office, a CON1 Member, and holds no CON1 vote.
- The Regional Administrator may not represent a CON1 Member institution while serving. [Proposal requiring a decision — a separate rule from the confirmed principle above.]
- The Regional Administrator may attend and coordinate meetings and provide procedural or factual clarification within the administrative mandate.
Appointment and accountability
CON1 Regional Administrators act within the Constitutional Secretariat of Tri-Alliance International Inc. and function independently of GIC, coordinating with the central Administrator based initially in Ottawa. GIC’s founding role does not give it authority to appoint, direct, supervise or remove an Administrator.
Who appoints CON1 Regional Administrators, how they are supervised within the Secretariat, the grounds and process for removal, how the roles are funded, engaged and compensated across jurisdictions, their reporting lines, term and expected time commitment have not yet been decided. Terms set for CON2 Regional Administrators do not apply to CON1 unless separately decided. Any support provided by GIC would be disclosed and would confer no control over Secretariat administration or institutional records.
Funding — what is confirmed and what is not. Confirmed for drafting: Tri-Alliance International Inc., including its Secretariat and CON1/CON2 activities, may be funded through donations, GIC contributions and revenue from research and evaluation services provided to third parties through CON2; no payment purchases Membership, voting rights, a conclusion or an endorsement. Not yet decided: the budget for these appointments, any remuneration, and how each appointment would be funded or engaged in its jurisdiction.
Expressions of interest
The application process for CON1 Regional Administrators has not yet been opened. When it is, it will be announced here together with the information candidates should provide.
Governing documents
Tri-Alliance Founding Charter v2.0 — the controlling constitutional source (Section 11: Constitutional Secretariat).
Tri-Alliance Manifesto 5.0 — the complementary public statement of purpose and principles.
The placement of the Secretariat within Tri-Alliance International Inc., the broadened CON1 and the name “Governance Review Consortium” are reflected in proposed revisions (Founding Charter v2.1, Manifesto 5.1) that have not yet been adopted. Until then, Founding Charter v2.0 governs and prevails over this page. For CON1 candidacy, see Applications Now Open.
