Why Norway
Norway is being considered because of its distinctive combination of
strong public institutions, high levels of societal trust, technological
sophistication, European regulatory alignment through the EEA, and
independent national decision-making.
Norway is also moving actively from artificial-intelligence policy toward
implementation, including responsible public-sector AI adoption, health
digitalisation and practical mechanisms for safe and innovative use.
We are not approaching Norway with a predetermined proposition.
Tri-Alliance is presently exploring with a small number of internationally
credible jurisdictions how the governmental and public-institutional
dimension of its emerging governance architecture should develop.
Our question is therefore deliberately exploratory:
should Norway and the Tri-Alliance examine whether there is something
significant here that we can build together?
The Canada–Norway Bridge
Norway and Canada are already strengthening cooperation on artificial
intelligence and digital sovereignty.
The joint Norway–Canada statement of 20 March 2026 created a particularly
timely institutional bridge around artificial intelligence, large language
models, digital tools and cooperation between trusted partners.
Tri-Alliance believes this existing relationship may provide a practical
bridge between Canadian innovation, Norwegian public-sector trust
and European governance and research cooperation.
From Principles to Governed Implementation
Tri-Alliance is developing an independent governance and certification
architecture for artificial intelligence operating in health, ElderCare
and other high-trust environments.
Our first implementation work includes governed multilingual
conversational AI in which speech interaction, AI reasoning, safety
controls, escalation, telemetry and auditability operate within an
independently defined governance framework.
The objective is not simply to demonstrate what artificial intelligence
can do. It is to demonstrate how artificial intelligence can be governed
while it is doing it.
An Immediate Next Step
Tri-Alliance would welcome an exploratory discussion with the appropriate
Norwegian governmental and institutional representatives within the
coming weeks.
No commitment is presumed. The purpose of an initial discussion would be
to determine whether sufficient strategic alignment exists to explore:
Government participation → strategic collaboration →
funded implementation & research.
This could include a governmental/public-institutional role for Norway,
a defined Canada–Norway governed-AI research pathway, and a practical
demonstration or pilot in health, ElderCare or another regulated
environment.
