A Personal Message to Switzerland

Why Switzerland

Switzerland is being considered because of its distinctive combination of institutional independence, multilingual federalism, scientific excellence, sophisticated health and research systems, and a long-standing tradition of trusted international engagement.

At the same time, Switzerland is actively developing its approach to artificial-intelligence governance while strengthening cooperation with Canada in research and innovation, including artificial intelligence, life sciences and health.

We are not approaching Switzerland with a predetermined proposition.

Tri-Alliance is presently exploring with a small number of internationally credible jurisdictions how the governmental and public-institutional dimension of its emerging governance architecture should develop.

Our question is therefore deliberately exploratory: should Switzerland and the Tri-Alliance examine whether there is something significant here that we can build together?

Three Pathways for Exploration

PATHWAY 01

Government Participation

Explore whether Switzerland could help shape the governmental and public-institutional dimension of the Tri-Alliance architecture.

This could include independent AI governance, assurance and certification principles, multilingual integrity, telemetry accountability, human oversight and safeguards for regulated environments.

PATHWAY 02

Strategic Collaboration

Examine practical collaboration across artificial intelligence, digital health, ElderCare, multilingual accessibility, public-sector innovation and international governance.

The objective is to translate responsible-AI principles into measurable real-world implementation rather than leave governance solely at the level of policy.

PATHWAY 03

Funded Implementation & Research

Identify appropriate Swiss, Canadian and European mechanisms capable of supporting defined research, pilot implementation and independent evaluation.

Potential pathways may include Swiss research and innovation programmes, Canada–Switzerland cooperation, Horizon Europe, Digital Europe and related international mechanisms.

The Canada–Switzerland Bridge

Canada and Switzerland are already strengthening cooperation in artificial intelligence, life sciences, health, research and innovation.

State Secretary Martina Hirayama's recent mission to Canada, including Ottawa, brought that relationship particularly close to the work now being developed by the Tri-Alliance Research Foundation from Canada.

Tri-Alliance believes this existing relationship may provide a practical bridge between Canadian innovation, Swiss institutional governance and European research cooperation.

From Principles to Governed Implementation

Tri-Alliance is developing an independent governance and certification architecture for artificial intelligence operating in health, ElderCare and other high-trust environments.

Our first implementation work includes governed multilingual conversational AI in which speech interaction, AI reasoning, safety controls, escalation, telemetry and auditability operate within an independently defined governance framework.

The objective is not simply to demonstrate what artificial intelligence can do. It is to demonstrate how artificial intelligence can be governed while it is doing it.

An Immediate Next Step

Tri-Alliance would welcome an exploratory discussion with the appropriate Swiss governmental and institutional representatives within the coming weeks.

No commitment is presumed. The purpose of an initial discussion would be to determine whether sufficient strategic alignment exists to explore:

Government participation → strategic collaboration → funded implementation & research.

This could include a governmental/public-institutional role for Switzerland, a defined Canada–Switzerland governed-AI research pathway, and a practical demonstration or pilot in health, ElderCare or another regulated environment.
