CON1Governance Review Consortium
For qualified institutions, including governments and public institutions
CON1 is the Tri-Alliance’s independent governance review and institutional determination component, established under the Tri-Alliance Founding Charter v2.0.
Who may apply
Qualified institutions, including governments and public institutions. A broader range of institutions is proposed in Founding Charter v2.1, which has not yet been adopted.
Status
Founding Charter v2.0 governs. The proposed revisions have not yet been adopted. Applicants are candidates, not Members, until formally admitted.
Role and independence
CON1 independently reviews qualifying matters submitted through CON2 and reaches the institutional determination — endorsement, conditional endorsement, decline, or no determination — through the Charter’s quorum and voting machinery.
CON1 Membership does not require agreement with GIC. GIC may present evidence and respond to review, but has voice — not a vote — in the determination of its own submission.
CON1 Membership is a formal institutional status, distinct from mere participation or partnership. It does not, by itself, transfer ownership or operational control of GIC, and a CON1 determination is not a guarantee of commercial deployment.
How a CON1 determination is reached
Quorum requires at least two-thirds of applicable CON1 Membership and a minimum of five Members. Endorsement, Conditional Endorsement or Decline requires 75% of participating entitled voters. Where that threshold is not met, the result is No Determination / Further Review.
Evidence informs the determination; evidence does not itself constitute the determination.
Eligibility and admission
Proposed in Founding Charter v2.1 (not yet adopted): a broadened CON1 open to governments and public institutions, international and multilateral organizations, NGOs and civil society, professional bodies, research institutions, qualified corporations and other qualified institutions.
Under the proposed revisions, CON1 admissions would be decided by the board of Tri-Alliance International Inc. against published criteria, with the Constitutional Secretariat verifying applications and recording each decision.
Proposed (not yet adopted): no more than ten institutional Members per region. Candidate stages and reconsideration have not yet been decided.
Deadline — Open
Applications are considered in the order received. Receipt of an application does not imply admission.
